Responsibilities
 

The Associate Energy Resource Planner conducts data collection and analysis to support OPPD's resource planning activities. This includes tracking, formatting, verifying, and reporting on data related to the generation, performance, and cost of OPPD¿s resource portfolio and the SPP regional portfolio.  The Associate Resource Planner will also be responsible for reporting on publicly available data utilized for benchmarking of unit performance, cost, or environmental impact.  Work will require creating and enhancing report work products in response to analysis needs within the Resource Planning team or requests from other OPPD teams.  The data and analysis prepared by the Associate Energy Resource Planner will be used to inform detailed electricity market models to develop generation and fuel forecasts, support OPPD's Integrated Resource Plan, and maintain specifications around traditional and emerging generation and demand-side-management technologies as part of a portfolio of potential energy investments.  This position may be responsible for reporting and communicating portfolio information internally and externally. 

1. Data Submittals: Collect historical and publicly available data relative to operating costs, capital costs, and unit performance for use in internal analysis and external reporting submittals.
a. Communicates with internal OPPD teams for collection of necessary data.
b. Research and analysis utilizing external industry sources.
c. Creation of templates for data collection and reporting.
d. Prepares and completes data submittals for external entities including SPP, EIA, and Western Area Power Administration (WAPA.)
2. Portfolio Forecasting & Budgeting: Supplies data inputs for development of forecasts for asset fuel consumption, generation, and market performance.
a. Maintains comparative projections of generation assets and system energy requirements within the SPP Integrated Marketplace.
b. Supports development of forecasts for natural gas, coal, and power prices in collaboration with OPPD's fuel and electricity market technical experts. 
c. Develops capabilities in dispatch modeling software to support production cost projections. 
d. Conducts cost and generation variance analyses as required.
e. Tracks generation outage planning to support calculations of financial impacts and portfolio accreditation.
3. Corporate Planning and Organization Support: Conducts analytical tasks to support department and organizational planning activities. 
a. Provides collaboration and creative problem solving to internal customers on a variety of non-routine efforts.
b. Coordinates with other departments to support parallel planning efforts, policy analysis, regulatory analysis, and economic analysis of potential projects or programs.
c. Assists in the analysis, preparation, review and documentation support for strategic financial and operations planning, Rating Agency presentations, and other scenarios as requested by management.
4. Integrated Resource Planning: Supports technical analysis in development of OPPD¿s Integrated Resource Planning efforts on an ongoing basis to support supply and demand side resource decisions.
a. Contributes to 5-year IRP in accordance with requirements outlined by WAPA.
b. Tracks cost and performance metrics of traditional and emerging technologies within the utility industry to determine potential resource adequacy and energy adequacy contributions and financial impacts.
c. Creates clear and effective written reports and visual presentations to communicate results of analyses internally and externally. 
d. Assists with portfolio level analysis of energy resource investments including both demand and supply-side options to optimize financial cost and risk while ensuring environmental sustainability goals and reliability requirements are met.
 

Qualifications

 

Required: 
* Bachelor's degree in finance, economics, engineering or other related business or scientific discipline or combination of education and experience in an academic analytical work environment. 
* Requires thoroughness, accuracy, excellent documentation skills, excellent oral and written communication skills, self-motivation and management skills, and the ability to work in a team environment.
* Ability to work under time constraints and support several projects simultaneously.
* Ability to pass background check to obtain Critical Energy Infrastructure Information (CEII) clearance.
Desired: 
* Education relating to economic, techno-economic, and/or financial modeling including any of the following: forecasting, decision analysis, financial/economic modeling, stochastic analysis, time-series analysis and/or quantitative risk analysis.
* Introductory or intermediate knowledge of data management systems and data visualization tools with the ability to develop and use complex models or specialized computer applications.
